Extell Hudson Waterfront LLC, which is in the midst of constructing its project on Riverside Drive, Admiral Way and 100 Fisherman Way in Yonkers is asking the city to allow it to eliminate two of the approved seven buildings in the project and instead build a 35-story tower and a separate garage.
According to Attorney Janet Giris of the White Plains-based law firm DelBello Donnellan Weingarten Wise & Wiederkher LLP, the original approval allows the developer to construct its project in phases over a 13-year period that began in April 2018. In addition to the apartments, the project would contain 48,280 square feet of commercial space.
“The Special Permit and the site plan approval were amended in July 2020 to permit certain modifications to the project, including a reduction in the size of the footprint of Building A, the construction of an overhead utility bridge over the Metro-North Railroad tracks and the addition of certain sanitary sewer service connections,” Giris said. She noted that other minor changes to the site plan were approved by city staff.

“We are pleased to inform the Planning Board that construction of the project is well underway and the first phase is already complete and leasing,” Giris said. “The applicant has received temporary certificates of occupancy for 45 Riverside Drive and 55 Riverside Drive.”
Giris said that the previously approved 20-story building was to contain up to 291apartments and that the previously approved Building A was to be seven stories with 152 dwelling units and 4,618 square feet of retail space. She said that a parking structure with approximately 551 parking spaces now is proposed to be constructed where the 20-story tower was to be located.
“The applicant is seeking flexibility to convert select portions of the proposed parking throughout the project to valet parking in the event there is additional parking demand in the area in the future,” Giris said. “Converting the proposed parking structure to valet parking, for example, is estimated to provide an increase to the total number of parking spaces in the structure from 551 to 690 spaces, resulting in a site-wide parking count of 1,670 spaces.”
Giris said that the proposed 35-story mixed-use commercial and residential building would have 448 apartments consisting of 182 one-bedroom, 221 two-bedroom and 45 three-bedroom units. Approximately 11,788 square feet of commercial space also is proposed for the building to be constructed in the general footprint of the previously approved Building A.
Giris said that the proposed marina would be in the Hudson River near the near the new 35-story tower. A day-care center also is proposed to be located on the first floor of the building known as Building F and would be accessible from Fisherman’s Way with access to an approximately 3,000-square-feet outside play area.
Giris said that the developer designed the modifications so that “they are not reasonably expected to result in any new or significant adverse environmental impacts which were not previously evaluated for the project.” She said that the developer believes that the city should adopt a negative declaration of environmental significance for the modifications.
