Westchester County recently issued a request for proposals to run its Bee-Line Bus system. The RFP covers two service areas including the 56 routes operated by Liberty Lines Transit Inc. and the three routes operated by PTLA Enterprise, Inc. in Peekskill.
Companies can submit their proposals for either the 56 routes or the three routes. If a company is interested in operating both, it must submit two proposals. The new contracts will last five years.
Liberty Lines, a county operator since the mid 1970s, has certain rights to compensation if it doesn’t win the bid. If a new company is selected for the larger contract, the county can ask Liberty Lines to manage its bus system under a bridge contract for up to one year.
The Federal Transportation Administration signed off the bridge contract, which is valid for six months with the option to renew for another six months.
