Westchester County’s Element 46 Tech Accelerator Powered by Cela program has selected 11 tech-based startups in the county to participate in the latest round of education and mentorship designed to help them grow. “Powered by Cela” refers to Cela Innovation, the education management company working with the county that has a goal of expanding the accelerator model within the tech industry.
In the program, company personnel are matched with mentors who are leaders in technology, finance, business strategy, venture capital, marketing and other key areas. Participants also are educated in fundraising, customer development, executive management, product iteration, branding, marketing and more.
According to the county’s Director of Economic Development, Bridget Gibbons, “The 11 startups chosen for this spring’s Element 46 program reflect the level of innovation and excellence that Westchester County is known for. We look forward to supporting this group of entrepreneurs as they take their ventures to new heights.”
County Executive George Latimer said, “We continue to be impressed by the diversity of tech startups that are launching and scaling in Westchester County. The Element 46 Tech Accelerator has proven to be a powerful resource for ventures looking to raise capital and grow their customer base. We are pleased to offer this opportunity to 11 more startups this spring.”

The ventures chosen for the Element 46 Tech Accelerator program this spring are:
- Project Vara in Hastings-on-Hudson. It helps police departments and other public service professionals solve the shortage of personnel by providing a streaming technology that allows for an instant connection with the public to efficiently triage their demands and reallocate the personnel they do have to more critical tasks. Project Vara’s TelePolicing has growing customer traction with law enforcement departments and mental health providers.
- DTX Medical in White Plains. DTX helps patients and providers communicate by implementing remote therapeutic monitoring. DTX Medical already engages with 364 providers and 750 patients per day.
- Foretold in Port Chester. It has tools that accelerate decision making for real estate investors by predicting market conditions and zoning trends. Foretold data is already being used to model rents on thousands of new apartments in Westchester.
- Groopl in Mamaroneck. It deals with event organizing and offers tools to help in event planning. The startup already has assessed a market need and is actively looking for customers.
- Qiqo in Scarsdale helps small businesses increase brand awareness through a network of hyperlocal marketplaces.
- Recognition Technologies, Inc., located in South Salem, was established in 2003. It is a research and development organization dealing with processing multimedia files to obtain information such as biometrics, authentication, transcription, and descriptive summaries.
- Khonsu in New Rochelle is a personal concierge service and travel planning platform that combines artificial and human intelligence to help visitors save time during the trip planning process. It has a test underway in the New York City market with more than 1,000 paying customers.
- AreaHub in Pound Ridge is a risk management platform that provides extensive climate and environmental intelligence across more than 30 topics for organizations, including local government and multi-location businesses, anywhere in the U.S.
- LEVEL Learning in Hastings-on-Hudson provides video-on-demand instruction for children in grades K-12 in after school activities and life skills.
- SafeStops Global, Inc., in Tuckahoe has an app that is designed to help drivers deal who have been pulled over by law enforement in a traffic stop.
- Chivy Inc., in Cortlandt Manor is a dating app startup that provides a secure and exclusive platform for single professionals looking to meet others.
The Element 46 Tech Accelerator Powered by Cela runs for 10 weeks every spring and fall.
