Dr. Michael Lonski, a Greenwich psychologist, was sentenced to 27 months of imprisonment, followed by three years of supervised release, for operating a $2.6 million health care fraud scheme.
According to the charges brought against him, Lonski and his Dr. Evelyn Llewellyn, maintained separate medical practices out of their home office in Old Greenwich. Lonski and Llewellyn were authorized providers for the Connecticut Medicaid program, Medicare, and other health care benefit programs. Lonski assumed responsibility for submitting claims for reimbursement for services allegedly provided by himself and Llewellyn, both at their home office and at various skilled nursing facilities within Connecticut.
Between 2014 and 2019, Lonski billed insurers for services that he knew were not rendered, including by billing for patients who were deceased, for dates of service when he was out of the country, for dates of service when Llewellyn was out of the country, and for dates of service when he was hospitalized. These fraudulent claims resulted in a loss of over $2,651,294, including a loss of $1,157,292 to the Connecticut Medicaid program and a loss of $119,092 Medicare.
On Dec. 12, 2022, Lonski pleaded guilty to health care fraud. He is required to report to prison on March 25, 2024, and was ordered to pay restitution of more than $2.6 million. Llewellyn entered into a civil settlement agreement with the federal and state governments last May in which she agreed to pay $658,294 to settle allegations against her.
This marked the second time that Lonski ran afoul of the law. In 2002, he settled a federal civil lawsuit alleging health care fraud, resulting in a $4 million restitution payment and his exclusion from participating in all federal health care programs for five years.
