A March 4 ribbon-cutting ceremony marked the formal opening of the 45-unit affordable housing development known as One Dromore Apartments. The development is adjacent to the Greenburgh Nature Center and has an address of 1 Dromore Road, Scarsdale.
The $25 million development is by WBP Development LLC, which is headquartered in Chappaqua. Amenities for residents include a community room with kitchen, laundry room, fitness center, lounge/library, electric vehicle charging stations and free WiFi. The development is within walking distance of Central Avenue shopping and public transportation.

William Balter, president of WBP Development, said, “One Dromore is one of the most sought-after developments WBP has completed over the last 30 years, as evidenced by the 5,500 applications we received for 45 apartments. As a 100% electric, Passive Home development with a very tight building envelope, geothermal HVAC and hot water, and with a large roof-top solar array, Dromore is remarkably energy efficient, resulting in a very small environmental footprint.”
New York State Homes and Community Renewal (HCR) supported the $25 million project and noted that over the past five it has financed more than 5,000 affordable units in Westchester.
“One Dromore Apartments will bring the type of affordable housing that families in Westchester County deserve,” Gov. Kathy Hochul said in her announcement about the development. “By investing in sustainable, energy-efficient homes in strong, thriving communities, we are addressing the affordable housing crisis while simultaneously lowering utility costs and improving the climate. This development will provide safe, high-quality homes for working families in one of Westchester’s most attractive communities.”

One Dromore is designed to be affordable to residents earning between 40% and 80% of the Area Median Income. The project is supported by HCR through $12.7 million in Low-Income Housing Tax Credit equity. Additional funding includes $4.9 million from the New York State Housing Trust Fund, $3.8 million from Westchester County’s New Homes Land Acquisition program, and $568,700 from the county’s HOME program. The Community Preservation Corporation and JP Morgan Chase participated in an $18 million construction loan. The development also benefits from $562,500 through the Clean Energy Initiative, a partnership between HCR and the New York State Energy Research and Development Authority.
HCR Commissioner RuthAnne Visnauskas said, “One Dromore Apartments will provide high-quality, affordable housing in a community with access to transportation, retail, and a range of services that individuals and families rely on every day. This development reflects our ongoing commitment to providing more affordable housing options and creating vibrant, sustainable communities for all New Yorkers.”
Westchester County Executive Ken Jenkins said, “We look forward to introducing more developments like this one in Westchester, and thank Governor Hochul for her commitment to creating clean, affordable opportunities across the county.”
Greenburgh Town Supervisor Paul Feiner commented, “I enjoyed the tour of the building — loved the green roof, gym and all the amenities. The affordable housing development provides the tenants with the highest quality of life possible and will make many families smile. The town will do whatever we can to make residents feel welcome and appreciated.”
