David Lubarsky, MD, who previously served as CEO of the University of California’s Davis Health, on Feb. 18 moved into the role of president and CEO at the Westchester Medical Center Health Network (WMCHealth) based in Valhalla. He replaces Michael Israel who last year announced that he would be leaving the health care provider that he had led for about 20 years.

In a message to WMCHealth staff members, Lubarsky said, “As we look to the future, your partnership will be more vital than ever. Together we have an opportunity to continue strengthening WMCHealth, expanding access to care, and embracing groundbreaking medical advancements that will transform how we serve our communities.”
A graduate of Edgemont High School in Scarsdale, Lubarsky began his medical career as an internal medicine intern at Westchester Medical Center.
“I have always admired WMCHealth’s mission – delivering top-tier, specialized medical care while staying deeply connected to its communities,” Lubarsky said. “Returning to WMCHealth is incredibly meaningful to me, this is where I began my career, and I’m honored to have the opportunity to give back to a community that was so formative.”
WMCHealth has more than 12,000 employees, nearly 3,000 attending physicians, and 1,700 inpatient beds across its hospitals.
Lubarsky had outlined his key priorities for WMCHealth as including strengthening the network and expanding access to care, advancing artificial intelligence-driven health care and optimizing system operations.
“Throughout his career, Dr. Lubarsky has demonstrated visionary leadership in managing complex health care organizations,” said Zubeen Shroff, chairman of the Westchester County Health Care Corporation (WCHCC) Board of Directors. “His track record of driving financial and operational excellence, while prioritizing patient experience and expanding community access to care, makes him exceptionally qualified for this role.”
