
The City of Norwalk has been reviewing applications to construct two multi-family projects that are both represented by Attorney Adam Blank of the Stamford-based law firm Wofsey, Rosen, Kweskin & Kuriansky, LLP. One of the projects is by the entity 35 Chapel LLC and is located at 35 Chapel St. in Norwalk. The other is by Brooklawn Contractors LLC and is located at 274 East Ave. in the city.
The plan for 35 Chapel St. includes an 8-unit multi-family development that Blank notes is permitted as of right in the CD-3 zone. There would be site improvements that include landscaping, grading, pedestrian walkways, and stormwater management facilities. A residential structure that had been on the property was demolished and the site currently is vacant.
Blank said that the proposed development would have units with three bedrooms. Blank said that under zoning, 1.3 parking spaces are required per dwelling unit for a total of 11 required parking spaces. He said that this proposed development includes sufficient parking with 14 garaged spaces.
He pointed out that the site is 200 feet from the Norwalk River and that the project does not disturb coastal resources, incorporates modern stormwater treatment practices and erosion control measures, and is consistent with the Connecticut Coastal Management Act that encourages the concentration of development in areas that are already served by existing infrastructure.
“Stormwater runoff from the parking areas will be addressed by a subsurface infiltration gallery system,” Blank said. “Approximately half of the stormwater from the roof areas will be directed to the central infiltration system. The proposed stormwater management system adequately captures and retains runoff associated with the increase in impervious surfaces.”

The Brooklawn Contractors development at 274 East Ave. is on a site of approximately 0.24-acre that is currently vacant. The single-family home that had been on the site was demolished. There are three new buildings proposed each with two units. Each unit would have an associated garage.
