Attorney to head county IDA Eileen Mildenberger has been appointed executive director of the Westchester County Industrial Development Agency, effective April 1.
She replaces Theresa Waivada, who has retired but will serve as a consultant through the transition.
Mildenberger, an attorney, most recently was chief operating officer of Empire State Development Corp., where she managed the daily operations of the state”™s economic development body with a $30 million budget.
IDA Chairman Stephen Hunt called her an “outstanding manager.”
“I look forward to working in partnership with the county”™s business owners and seeing how we can give them a boost while creating an even healthier economic climate,” Mildenberger said in a statement.
Greenburgh posts RFPs, bids online
The town of Greenburgh is now posting all requests for proposals and bids on the town”™s website, www.greenburghny.com.
“Members of the town board want to provide all contractors with the opportunity to bid for town business,” Supervisor Paul Feiner said in a statement.
“We”™re looking for the best price, the best quality. We don”™t give preferential treatment to campaign contributors. In fact, the town”™s ethics code prohibits elected officials from accepting campaign contributions from contractors who deal with the town.”

County forms charter commission
Westchester County lawmakers have tasked a Charter Revision Commission with recommending changes to improve the functionality of county government.
The commission will also review Westchester 2000, a citizen study on the consolidation of government services.
Members will be appointed by April 30 and will represent a cross-section of the county, including: taxpayer residents, businesses, nonprofits, labor and government sectors.
Credit protection for small business
U.S. Rep. Nita Lowey, D-Harrison, is pushing for legislation to protect businesses with fewer than 50 employees from unfair or deceptive credit practices.
The federal Credit Card Accountability, Responsibility and Disclosure (CARD) Act was passed last year on the consumer side, but Lowey said businesses should have the same protection.
Lowey played a role in proposing the Small Business Credit Card Act of 2009, but is backing federal legislation that would prevent credit card companies from arbitrarily raising interest rates for small businesses without proper notice, and from increasing interest rates on existing balances and charging interest on debt paid on time.
