A year before open enrollment will kick off in advance of federal health reform, Connecticut settled on an architect for its planned health insurance exchange ”“ Deloitte Consulting, which will build the operating system and website.
New York City-based Deloitte Inc. is among Fairfield County’s largest employers, and this past summer received state incentives to add at least 200 employees in Stamford, Wilton and Hartford.
The new website will determine eligibility and to enroll individuals, families, and small businesses that purchase health care coverage through the Connecticut Health Insurance Exchange’s online marketplace.
Connecticut did not immediately disclose the size of the contract, but said funding will come from a portion of the $107 million grant the state received in August from the Center for Medicare and Medicaid Services. In its July application for the federal funding, the state estimated it would cost $34 million to run the exchange in its first full year of operation in 2014.
It was the second state health insurance exchange contract revealed by Deloitte Consulting, which in January won a contract to design an exchange for the state of Washington. Connecticut did not reveal other bidders for the contract ”“Norwalk-based Xerox Corp. has been touting its own services, and in September won a $72 million deal to create an exchange for Nevada.
“This is another significant step in our commitment to opening the exchange for business by October 2013,” said Lt. Gov. Nancy Wyman, in a prepared statement. “The technology infrastructure that will support the exchange is a critical component of this effort, and I am confident Deloitte has the expertise and the resources to help us meet this deadline.”
