The entity that owns 30-32 N. Main St. in Port Chester, 140 Owners LLC, has received site plan approval from Port Chester’s Planning Commission to renovate the building and add a third story that would have apartments.
Attorney Anthony B. Gioffre III of the White Plains-based law firm Cuddy & Feder told the Planning Commission that there would be interior renovations for the first and second floors and those floors would continue to be used for personal service and office businesses. A third floor would be added and used for used for two one-bedroom apartments.

Gioffre noted that the property is on a 0.6-acre piece of land and current zoning of the site promotes mixed-use developments with street level retail and apartments above.
“The structure was originally built around the late 1800s as a 3-story brick structure,” Gioffre said. “In or around 1970, the structure was significantly damaged by a fire. The resulting reconstruction and renovations resulted in the building being reduced to 2 stories as it currently exists.”
Gioffre said that the proposed use is permitted “as-of-right” in the CD-5 District and the proposal complies with bulk and dimensional standards other than for parking. He said that there will not be any adverse impacts because of the developer not providing parking for the apartments because of the nature of the units and the fact that the building is in proximity to public transportation. Gioffre also said that it is anticipated there would be no school-age children living in the apartments.
The plans call for the third story to be stepped back from North Main Street and a terrace will be added.
Gioffre said that it is not anticipated there would be any significant impact to the plumbing or electrical utilities since no significant increase in building area or significant change in use is proposed. He underscored that the plan will not alter the existing building footprint and added that although the site is located within the Port Chester Commercial Historic District, the existing structure is not listed or determined eligible for listing on any state or National Register of Historic Places.
