Attorney General Richard Blumenthal filed a multimillion-dollar lawsuit against imprisoned waste hauler James Galante, saying his companies overcharged commercial customers as much as 10 percent on grounds of passing along increased disposal costs.
Galante ran Danbury-based Associated Waste Disposal Inc. and several affiliated companies.
Blumenthal said Galante owes several customers refunds, including Yale University, after rigging bids with a competitor.
Galante paid a $100,000 fine on federal racketeering charges, and is currently serving a seven-year sentence at a federal prison in Pennsylvania.
Two weeks after Securities and Exchange Commission and other federal officials raided the Ridgefield office of Southridge Investment Group L.L.C., the Connecticut Department of Banking issued a cease-and-desist order barring the hedge fund from trading securities on grounds of selling unregistered securities as well as other charges.

Southfield deals primarily in private investment in public entities, an investment strategy that is currently the target of a probe by the SEC and Manhattan District Attorney Robert Morgenthau.
