The Westchester County Industrial Development Agency (WIDA) has voted to grant final approval of financial assistance for the construction a new 1,950-space parking garage on East Post Road in White Plains to serve White Plains Hospital and residents of the White Plains Housing Authority’s Brookfield Commons.
The applicant LC Post Road Garage LLC, a subsidiary of the Cappelli Organization, requested a sales tax exemption of $2,168,668, and a mortgage recording tax exemption of $600,000 for total assistance of $3,368,668. The parking facility will be leased to the hospital to serve its staff, patients and visitors with permits to use up to 180 spaces reserved for residents of Brookfield Commons.

“As White Plains continues its vibrant transformation into a premier urban center, our infrastructure must keep pace with our growth,” Westchester County Executive Ken Jenkins said. “This new parking facility at White Plains Hospital is a vital investment in that future. By expanding capacity, we are ensuring that as our downtown population rises, our health care anchors remain accessible and efficient. Most importantly, this project honors our longtime residents by providing a modern, safe, and convenient environment that meets the high standard of care they deserve. We are strengthening the foundation of a healthier, more connected Westchester.”
It is estimated the project will create 229 construction jobs and six full-time jobs for Westchester County residents. The applicant intends to enter into a Project Labor Agreement with the Westchester Putnam Building & Construction Trades Council.

We are grateful for the Westchester County Industrial Development Agency’s support of this new parking facility as it is an essential part of our long-term vision. With our transformational expansion opening in 2028, this facility will allow us to meet the needs of our patients, and importantly our workforce, as we proceed with building new private patient rooms, an expanded Emergency Department, and new state-of-the-art operating rooms for our community.”
Westchester County Deputy County Executive and WIDA Board Chair Joan McDonald said, “Without the IDA’s financial incentives, essential infrastructure like this new parking garage at White Plains Hospital might not be financially feasible. By bridging that gap, we are ensuring that our health care institutions can continue to grow and modernize, proving that when we support the hospital’s footprint, we are directly investing in the creation of new jobs and the well-being of the entire community.”
The new garage is to be built using multiple lots on East Post Road along with a portion of Brookfield Street. Existing vacant buildings that will be demolished to make way for the construction. The site includes parcels with known environmental contamination subject to New York State Department of Environmental Conservation oversight and will be remediated through a Brownfield Cleanup Agreement.
White Plains Hospital currently is in the midst of a major expansion that includes construction of a new building on the site where its former garage stood that will have a new emergency department, new operating rooms, new patient rooms and more.
