Plans have been submitted to White Plains for the construction of a six-story 27-unit condominium building on land at 98 Broad Parkway that currently is used as a surface parking lot. Attorney Kory Salomone of the White Plains-based law firm Zarin & Steinmetz told the city’s Planning Board that the site covers approximately 0.27-acre and the proposed building would be 100% zoning compliant. The applicant is Horizon Technologies Inc.
Salomone said that there would be five one-bedroom units, 21 two-bedroom units and one three-bedroom unit. He said that while the exiting parking lot has 43 spaces, the new building would have parking for 44 vehicles.
Architect Max Paranji explained that there would be two levels of below grade parking. He said that the ground floor of the building would have a three-bedroom unit and a two-bedroom apartment with a community room, management offices, utility space and mechanical rooms.
Paranji said that under zoning 40 parking spaces are required but they are providing four additional spaces. He said there would be some green space created on the roof.
“We tried in the color schemes to be mindful of the neighborhood; most of the buildings in our area are from the 1930s, 1940s, red brick mostly,” Paranji said.
Paul Sysak of JMC Planning told the Planning Board that the existing curb cut close to the corner of Broad Parkway and Windsor Terrace that allows access to the current parking lot would be eliminated and there would be two new curb cuts, one on Broad Parkway and the other on Windsor Terrace to allow vehicular access for the new building.
Sysak said that there would be a slight increase in impervious surface created by the development but that system to control stormwater runoff would be installed.
The matter was adjourned to the Planning Board’s May 19 meeting and the plans were to be referred to city staff for comments. It was suggested that since no public hearing is required regarding the submission it is possible that a vote could be taken in May on whether to approve the application.
