The report found that on average it took a company 279 days to realize that its data had been hacked or otherwise compromised and take action dealing with the breach.
The data breach occurred on Sept. 7, 2017, and impacted more than 147 million consumers, or 56 percent of American adults.
Approximately 15,000 Connecticut residents were impacted by the 2014 data breach.
The attorneys general of four other states, including New York, are pursuing their own probes.
The frequency and intensity of data breaches and other cyberattacks keeps escalating. Although most of the publicity surrounding breaches has involved large, well-known companies, startups and other small companies are not immune.
"Companies in possession of personal information have a responsibility under Connecticut law to keep that information safe," said Attorney General George Jepsen.

"Consumers are understandably angry and upset about this breach, and their feelings are entirely warranted given the extremely sensitive nature of the compromised information," state Attorney General George Jepsen said.
“The Equifax scandal is conclusive evidence that consumers need and deserve these protections without delay,” said Blumenthal.
