The proposed moratorium has flipped perception in Westchester’s largest cities, where elected officials say the loss of natural gas could turn boom to doom.
Con Edison and the state's top utility regulator took a verbal beating at the first public hearing on the utility's planned natural gas moratorium.
The state's approval comes weeks after the utility called for a moratorium on new natural gas hookups for most of its Westchester territory starting March 15.

In a 41-page report on the utility storm response, Westchester County elected officials called for the companies to make some changes.
Winter Storms Riley and Quinn caused the second most outages in the company's history, behind only Hurricane Sandy. Con Edison was criticized along with other regional utilities for its response.
Business owners are eligible for food spoilage reimbursements up to $10,200, with receipts.
More than 30 public officials joined the Westchester County executive in calling for resignations at Consolidated Edison and NYSEG at a press conference Friday morning.
“Along with both presidents stepping down, I would also like a clean sweep of senior management, and I want a new philosophy adopted," the county executive said.
“These storms have now become the rule rather than the exception and they have to have the capacity to quickly restore power,” Gov. Andrew Cuomo said of utility companies.
