Sullivan County, NY Seeks Operator for Newly Improved Airport

Monticello, NY — Sullivan County has issued a Request for Proposals (#R-26-26) for Airside Operator Services at Sullivan County International Airport (SCIA), MSV, a public-use general aviation airport located near Monticello, NY. 

The County currently serves as the airport operator, including limited fueling operations, and is now soliciting proposals from qualified aviation service providers to assume airside operational responsibilities, with the airport remaining under ownership of Sullivan County.

“This is an excellent opportunity for a company seeking to enter or expand into the New York metro market, as the Airport sits within a 20-minute flight time of NYC,” says Sullivan County Manager Joshua Potosek. “I encourage anyone who is interested to contact our Purchasing Department to submit a proposal: purchasing@sullivanny.gov or 845-807-0515.”

MSV is a Part 139 airport comprising approximately 629 acres. The airport is uncontrolled (no air traffic control tower), with airspace classified as Class G. The primary runway is Runway 15–33, 6,300’ x 150’ paved, with a field elevation of 1,403’.

Base Services (Required)

All respondents must submit proposals for the Base Services. The selected operator will provide an Airport Manager and appropriate support staff to deliver airport operational services on a 24/7, seven-day-per-week basis. Responsibilities include, but are not limited to:

Performing and overseeing airside operations consistent with FAA regulations and sound operating practices for a Part 139 airport

Maintaining continuous responsibility for airside safety and security, including compliance with applicable OSHA and other legal requirements

Conducting daily inspections of runways, taxiways, aprons, and applicable facilities; removing foreign object debris (FOD)

Preparing, maintaining, and issuing NOTAMs in accordance with FAA requirements

Coordinating construction, maintenance, and contractor access to minimize interference with airport operations

Supporting implementation and annual review of key plans and manuals, including the Airport Security Plan, Airport Emergency Plan, Standards of Operation, Airport Certification Manual, Airport Operations Plan (ramp management/safety), Snow and Ice Control Plan, Tenant Monitoring Plan, and wildlife hazard control activities (in coordination with USDA and FAA guidance)

Assisting, as required, with preparation of federal and state grant applications, including Airport Improvement Program applications, amendments, and updates, in conjunction with County-retained airport engineers

Identifying aircraft landing at the airport and billing/collecting fees due to the County

Meeting with the County at least every 30 days, and conducting regular meetings with aviation tenants

The County will provide certain equipment for use by the successful respondent, including a grader, loader, mower, multiple snow blowers, a fire truck, and a rollover plow. The operator will be accountable for County-owned equipment assigned for operations and responsible for replacement or reimbursement for missing or damaged equipment due to negligence.
